Administrative Compliance Officer

 

Objective

  • Establish a compliance-focused foundation for the Development Authority of Rockdale County (DARC) that ensures all activities meet proposal terms, fulfill regulatory obligations, and build a sustainable compliance culture.
  • Support of CREDC through management of administrative duties including responding to community complaints, requests, and inquiries; managing schedules of CREDC senior staff; liaising with County and City staff to accomplish designated goals; managing financial records for audit purposes, assisting in the maintenance and updating of the CREDC and DARC websites, and other duties as determined by the CEO.

Scope and Approach

Who: Development Authority of Rockdale County (DARC), Conyers Rockdale Economic Development Council (CREDC) and partner organizations

What: Comprehensive compliance support and training to reinforce regulatory adherence, manage risks, and foster operational efficiencies; administrative support of CREDC and DARC organizations

When: Initial implementation of Compliance responsibilities over a 12-month period, with quarterly checkpoints

Where: Conyers/Rockdale County 

Key Compliance Objectives

  1. Ensure Compliance – Align all program activities with local, state, and federal regulations, setting a strong compliance foundation for the Development Authority.
  1. Risk Management – Proactively identify and mitigate compliance risks, reducing exposure to regulatory challenges.
  1. Operational Efficiency – Streamline and optimize compliance processes to support DARC’s goals, improve effectiveness, and reduce administrative burden.
  1. Stakeholder Engagement – Foster transparency and maintain trust with the community, companies under bond covenants, CREDC, and other stakeholders.
  1. Sustainable Compliance Culture – Develop and embed long-lasting compliance systems within DARC’s operations.

Desired Qualifications
 

Educational Background

  • BA or BS degree from accredited college, university, junior college, or technical college.
  • Masters’ Degree preferred
  • Proficient in Microsoft 365 Applications;
  • At least 7 years work experience; five (5) years in related field;
  • Demonstrable training in compliance regulations and related fields.

Proposed Compliance Approach

  1. Compliance Checklists and Procedures

Develop and implement comprehensive checklists and procedures for compliance activities across current and future properties to ensure adherence to bond covenants.

  1. Training and Awareness Programs

Partner with institutions and organizations such as the University of Georgia, Georgia Academy for Economic Development, etc., to provide ongoing training for CREDC staff, DARC Board members and stakeholders, ensuring they stay informed on compliance requirements and best practices.

  1. Audit and Monitoring Systems

Establish audit and monitoring systems to regularly assess compliance status and identify any gaps. Quarterly checkpoints will be held with companies under bond covenants, and reports will be provided to DARC.

  1. Risk Assessment and Mitigation

Conduct risk assessments to identify potential areas of non-compliance and implement risk mitigation strategies to address these proactively.

  1. Stakeholder Communication

Maintain regular contact with each company to ensure continuity, compliance, and open lines of communication. Engage with the bond attorney, CREDC, DARC, and Rockdale County’s Tax Commissioner on billing and other compliance matters.

  1. Support for Annual Retreat

Assist in the organization and facilitation of the yearly DARC retreat providing updates on compliance initiatives and training.

Tasks and Responsibilities 

  1. Bond Covenant Compliance for 16 Properties under DARC authority

Ensure each of the properties remain in compliance with bond covenants.

  1. Quarterly Communication with Companies

Stay in contact with each organization to ensure ongoing compliance and clear communication.

  1. Liaison with Bond Attorney, CREDC, and DARC

Maintain open communication channels with bond attorneys, the CREDC, and DARC to support compliance activities.

  1. Billing Collaboration with Tax Commissioner

Work closely with the Rockdale County Tax Commissioner on billing matters to ensure accurate and timely payments.

  1. Quarterly Compliance Checkpoints

Conduct quarterly reviews with each company to assess and report on compliance status.

  1. Participation in Quarterly Meetings

Attend quarterly DARC meetings, providing updates on compliance status and identifying any areas of improvement.

  1. Support for Training through Various Organizations

Identify and attend compliance training through various organizations, ensuring that staff remain knowledgeable on best practices.

  1. Assist with Annual DARC Retreat

Participate in the planning and facilitation of the annual retreat, contributing updates on compliance initiatives and risk management.

Compensation

Annual Salary : Salary and/or benefits Commensurate with experience.
