				<div class="et_pb_text_inner"><p><span style="font-weight: 400;">The </span><b>Development Authority of Rockdale County (DARC)</b><span style="font-weight: 400;"> held its annual board retreat from </span><b>June 25–27, 2025</b><span style="font-weight: 400;"> at </span><b>Serenbe</b><span style="font-weight: 400;">, an award-winning wellness and agri-focused community located in </span><b>Palmetto, Georgia</b><span style="font-weight: 400;">. This multi-day session brought together DARC board members and </span><b>CREDC support staff</b><span style="font-weight: 400;"> for strategic planning, performance review, and forward-thinking discussions that will shape Rockdale County’s economic development priorities for the coming year.</span></p>
<p><span style="font-weight: 400;">Serenbe offered an ideal setting for this year’s retreat.  It is a nationally recognized model of intentional land use, sustainable design, and placemaking. As Rockdale County explores opportunities to attract quality jobs, investment, and innovative development, Serenbe served as an inspiring case study for how vision, planning, and public-private collaboration can transform communities.</span></p>
<p><span style="font-weight: 400;">During the retreat, participants focused on:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Strategies for site readiness and industrial property development</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Reviewing the tax abatement process and future compliance tracking efforts</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Evaluating opportunities to support business retention and expansion</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Attracting businesses that represent the culture of the citizens in Rockdale County</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Exploring creative approaches to talent attraction and quality-of-life enhancements</span></li>
</ul>
<p><span style="font-weight: 400;">The retreat also provided an opportunity to review work supported by the </span><b>Conyers-Rockdale Economic Development Council (CREDC)</b><span style="font-weight: 400;">, including discussions around </span><b>building a formal compliance program</b><span style="font-weight: 400;">, </span><b>identifying areas for additional administrative support</b><span style="font-weight: 400;">, and </span><b>creating a more aligned strategic plan</b><span style="font-weight: 400;"> between development efforts and board priorities. DARC continues to fund targeted initiatives that assist both new and existing industries, ensuring Rockdale remains competitive in the broader metro Atlanta region.</span></p>
<p><span style="font-weight: 400;">As Rockdale County continues to grow, the annual retreat reinforces DARC’s commitment to </span><b>strategic, sustainable development</b><span style="font-weight: 400;"> and its leadership role in driving the region’s economic future.</span></p></div>

<p><span style="font-weight: 400;">The Conyers-Rockdale Economic Development Council recently completed a </span><b>third-party audit</b><span style="font-weight: 400;">, initiated by our CEO and Board members as part of a continued commitment to transparency, accountability, and operational excellence.</span></p>
<p><span style="font-weight: 400;">The successful outcome of the audit reflects CREDC’s dedication to responsible stewardship, strengthened internal controls, and evolving best practices.  The results reflect the service of sustainable growth for Rockdale County.</span></p>
<p><span style="font-weight: 400;">Looking ahead to </span><b>Q4 and beyond</b><span style="font-weight: 400;">, several key initiatives are underway that demonstrate the organization’s forward momentum:</span></p>

<p>District 4 Congressman Hank Johnson was in Conyers on Feb 23, 2023 to announce a $300,000 federal grant to support workforce development in Conyers and Rockdale County.</p>
</div>
<div class="subscriber-preview">The grant, with a matching amount of $300,000 from Rockdale County, will be used to enhance the workforce development programs of the city of Conyers and the Rockdale Development Authority. Plans for the funds include a more sophisticated communication infrastructure, which will reach more potential employees — including non-violent ex-offenders and other difficult-to-train candidates. It will provide potential employers an opportunity to communicate available jobs on a real-time basis and better coordinate their efforts with those of surrounding jurisdictions. The funding will also be used to more effectively and efficiently respond to industries interested in moving to or expanding to the region.</div>

				<div class="et_pb_text_inner">The Atlanta Regional Commission has allocated funds in the updated Transportation Improvement Program (TIP) to Rockdale County for several ARC-programmed and planned projects.</p>
<ul>
<li>The Rockdale River Trail Extension to Conyers is receiving $5.5 million</li>
<li>The Courtesy Parkway project is receiving $13.5 million programmed and a total of $30 million planned,</li>
<li>Sigman Road Phase 3 is receiving $4.9 million programmed and $28.9 million planned.</li>
</ul>
<p>The trail extension will fill in the gap between 2 existing trails: the 4.5-mile Olde Town Conyers Trail, which begins at Pine Log Park and winds through the City of Conyers, ending at Johnson Park, and the 9.5-mile Rockdale River Trail, which begins at the Monastery of the Holy Spirit and connects to the Arabia Mountain trail into Lithonia. The extension will run from Johnson Park to the Monastery, creating over 20 miles of continuous trails and impacting the region by giving residents and visitors a bountiful hiking space connecting towns and cultural resources along the way.</p>
<p>Sigman Road widening Phase 3 will widen the road from Irwin Bridge Road to Ga. Highway 138, while Phase 4 will widen it from Highway 138 back around to Salem Road and I-20. Completing this will give Rockdale County a four-lane divided median highway from I-20 and Sigman Road to I-20 and Salem Road.</p>
<p>The Atlanta Regional Commission (ARC) is a federally designated Metropolitan Planning Organization for the Atlanta region that is responsible for developing and updating the Transportation Improvement Program (TIP) and Metropolitan Transportation Plan (MTP) to meet federal planning requirements and address local needs. The TIP covers the first six years of the MTP and is how federal, state, and local funds are approved for all significant surface transportation projects and programs in the 20-county Atlanta region. The TIP distributes federal funds to construct projects in the MTP: the long-term transportation vision for the 20-county area. Projects included in the TIP are fully funded.</div>

Rockdale County and the City of Conyers have a strong history of investing in and promoting economic development through a shared partnership. This economic development partnership includes the business community, residents, elected officials, educational organizations, the Conyers-Rockdale Economic Development Council (CREDC), and the Conyers-Rockdale Chamber of Commerce. Recent industry expansions and investments in the community demonstrate the impact of the community’s shared economic development efforts.</p>
<p>Over the past two years, leaders in Rockdale County and the City of Conyers have taken active steps to chart a new vision and strategy for economic development in the community. This effort seeks to build on the strong economic development foundation in the community and position Rockdale-Conyers for more success in future years. Specifically, in December 2018, Rockdale County Commission Chairman Oz Nesbitt created an Economic Development Task Force. The group was charged with evaluating current economic development efforts, enhancing communication between various partners in economic development, and devising strategies to boost economic development efforts in Rockdale County. The task force is composed of leaders from the county government, the Rockdale County Development Authority, City of Conyers, and the CREDC.</p>
<p>In early 2020, Rockdale County, in partnership with the City of Conyers and the CREDC, launched a formal effort to develop a new economic development strategy for the community. The group engaged the University of Georgia’s Carl Vinson Institute of Government to support the project and developed a steering committee of local leaders to oversee the project. This report summarizes the findings of the steering committee and details the new strategy for advancing economic development efforts in Rockdale County.</p>

				<div class="et_pb_text_inner"><p>As you know 2019 was a record year in Rockdale County for delivered new construction of advanced manufacturing/industrial/logistic space in Conyers-Rockdale.</p>
<p>The <strong>Biolab</strong> and <strong>Rockdale Technology Center</strong> buildings added over 50 million dollars in appraised tax value to the tax rolls and just those buildings are predicted to generate over $900,000 in new revenue to the County and School Board this year.</p>
<p>2020 will break that record. The projects ongoing in March including the <strong>Pratt expansion</strong> and <strong>Ashley Capital’s new 450,000 s/f logistic center</strong> plus a couple other new builds that will complete this year, and are projected to generate over <strong>2 million dollars in new tax revenue</strong> for the city, county, and school board.</p>
<p>We have a company that was planning a $10-15 million  expansion and are now back with a $25 million expansion.  Working with local developers on a 325,000 s/f  build-to-suit logistic building and a <strong>$25+ million investment and 35 jobs</strong>.</p>
<p>We have another build-to-suit opportunity that is a state led project that is looking for 150,000 s/f building, 140 jobs and $50 million CAPEX.</p>
<p>Another state led project that we submitted a RFI for last week is a 350,000-700,000 s/f facility, build to suit. At build out estimated $100 million in CAPEX and up to 600 careers. Again this one is at the early phase as they are looking at 15 markets for this food processing facility.</p>
<p>Also in the last month worked we with another local company that is based here with 200 local employees. Cellofoam. They are a 50 year old company that is headquartered here. They have 6 plants across the SE with a 450 total headcount. They have been here decades in leased space. They have committed to own their buildings and are in the process of buying and upgrading their manufacturing space and buying a new office building for about 50 of the professional employees. </p>
<p>Business is strong in the advanced manufacturing/logistic space and is expected to continue.</p>
<p>As we hoped, the film folks are back in town and prepping their space for the return of film production. All three of our local production companies are working on the measures that will allow them to film safely and also, which is a little of a surprise, looking for more space to convert to film production. They are looking/hoping for an official August return.</p></div>

<p>The Metro Atlanta Chamber is tracking emerging trends around COVID-19 with a focus on those that may impact businesses, employees, the community and the economy. These trends are designed to curate helpful information for the business community. We will update you as new trends emerge. </p>
<p><strong>Overview &#8211; March 17, 2020:</strong></p>
<p>Today saw major metro Atlanta nonprofits announce significant efforts to support those impacted by COVID-19, including the United Way of Greater Atlanta and the Community Foundation for Greater Atlanta. Global retail and metro Atlanta restaurant closures continue to increase in an effort to reduce the impact of COVID-19 and flatten the curve (full list of closures below). The number of confirmed coronavirus cases in the state of Georgia has increased to 146 as of noon today, according to the Georgia Department of Public Health (full breakdown below).<br />
Below is a list of trends in Atlanta and nationally, and a more comprehensive list of closings. Today, we have added resources for small businesses to our website. </p>
<p><strong>New Today</strong></p>
<ul>
<li>More than 60 major US retailers are temporarily closing stores in an unprecedented move to prevent the spread of the coronavirus, as reported by Business Insider.</li>
<li>Gov. Kemp submitted U.S. Small Business Administration disaster declaration paperwork to help small businesses. Read more here.</li>
<li>The number of confirmed coronavirus cases in the state of Georgia has increased to 146, according to the Georgia Department of Public Health. The latest data from the DHP shows the spike, which rose from 121 cases since Monday.</li>
<li>The United Way of Greater Atlanta has partnered with the Community Foundation for Greater Atlanta to launch the Greater Atlanta COVID-19 Response and Recovery Fund to support those most impacted by the pandemic.</li>
<li>Companies are offering webinars for best practices on working from home, keeping teams engaged, collaborating through technology and more. More info below.</li>
<li>Hartsfield-Jackson Atlanta International Airport has temporarily closed two domestic terminals due to declining demand.</li>
<li>Major metro areas are doing their part to help neighbors during COVID-19. Seattle Mayor Jenny Durken announced the city will provide more than 6,000 families $800 in vouchers for grocery stores.</li>
<li>Ride-sharing company Uber has suspended its Uber Pool option, which allows up to four people to share a ride.</li>

<p><strong>Corporate Social Responsibility, Community Service and Neighbors Helping Neighbors</strong></p>

<li>The United Way of Greater Atlanta has partnered with the Community Foundation for Greater Atlanta to launch the Greater Atlanta COVID-19 Response and Recovery Fund to support those most impacted by the pandemic.</li>
<li>The American Red Cross now faces a severe blood shortage due to an unprecedented number of blood drive cancellations during this coronavirus outbreak. Healthy individuals are needed to donate now to help patients counting on lifesaving blood. Sign up here.</li>
<li>Atlanta-based marketing firm Trevelino/Keller created the Toilet Paper Exchange to hand out free toilet paper that is left over from their company as employees work from home and urges other organizations to do the same.</li>
<li>Falcons quarterback Matt Ryan donated $100,000 to Atlanta-based organizations to help with relief during the coronavirus outbreak, including the Atlanta Community Food Bank and Giving Kitchen.

• The SOAHR Conference has been postponed to August 3-4, 2020.<br />
• The Kentucky Derby has been postponed until September 5, 2020.</li>

<p><strong>Travel Updates:</strong></p>
<ul>
<li>Hartsfield-Jackson Atlanta International Airport has temporarily closed two domestic terminals due to “declining demand.” All passengers still flying will travel through the airport’s main terminal instead.</li>
<li>Delta has implemented a new policy that if customers don’t take their flights, the airline will issue an eCredit within 24 hours, which can be used for travel until Dec. 31, 2020.</li>
<li>AirBnB will allow cancellations and refunds for reservations made by March 14 for check-ins March 14-April 14. </li>
</ul>
<p><strong>School News:</strong></p>
<ul>
<li>Gov. Kemp ordered the closure of all public elementary, secondary and post-secondary schools in Georgia starting Wednesday, March 18, through the end of the month.</li>
<li>Clayton and Fayette communities distributed food today to families in their area for a second day, while Henry County will begin handing out meals Wednesday. Click here for times and locations.</li>
<li>APS has received approval to open more sites for distribution of emergency student meals and to run some food routes using our buses. Beginning Wednesday, March 18, the District will open five additional food distribution sites that will provide service from 10:00 a.m. to 12:00 p.m. Monday through Friday.</li>
<li>The Cobb County School District will open 29 sites to the public to distribute food to families in need. MUST Ministries will operate the sites, which are housed at its existing Neighborhood Pantry locations in the school district. The sites will begin operating Wednesday.</li>
</ul>
<p><strong>Tracking Other Major Metros:</strong></p>
<ul>
<li>Seattle Mayor Jenny Durken announced today that the city will provide more than 6,000 families with $800 in vouchers for grocery stores.</li>
<li>Maryland Gov. Larry Hogan announced today that the April 28 Democratic presidential primary would be postponed to June 2.</li>
<li>The City of Miami has issued an order today mandating all entertainment and non-essential business establishments to close until further notice due to increased cases of community transmission in Florida. The order, which goes into effect at 11:59 p.m. ET on Tuesday, March 17, applies to all alcohol service establishments that do not serve food, including bars, nightclubs and lounges.<br />
o Dine-in restaurants may sell food for takeout, delivery and drive-thru on a two-hour basis.<br />
o Entertainment venues including movie theaters, gyms and fitness centers are also impacted by the new order.</li>
<li>Dallas opened a temporary, overnight shelter at the Kay Bailey Hutchison Convention Center on Sunday after social distancing at other shelters caused them to not have enough beds. The shelter will stay open through the morning of Saturday, March 21.</li>

<p>Confetti cannons boomed at the conclusion of the city&#8217;s annual St. Patrick&#8217;s Day parade as Mayor Randy Mills unveiled the new city logo to the community. The city&#8217;s 2016 strategic vision and plan listed the creation of a new brand identity as a priority item, with the long-term goal to stimulate community involvement and support the city&#8217;s economic potential. The branding initiative began with research and design and will conclude with improved signage and a wayfinding program to further promote the community and engage residents and visitors in celebrating all that Conyers has to offer.</p>
<p>The city of Conyers partnered with Rhyme &amp; Reason Design, a full-service boutique agency based in Atlanta, Georgia, that specializes in branding, print and digital design and strategy development. The rebrand opened with a community focus group consisting of a diverse demographic in terms of age, race, gender and community involvement.
